If there is an accident or other incident that occurs and the highway needs to be closed for cleanup, investigation, etc., they close the gates, temporarily shutting down that section of highway.

They have got to be roads going into government parts. I shot on a military base yesterday, Fort Dix, but range is run by civilians.
