Passed the Senate, 20 for (Republican), 11 against (democrats), the House has about 98 Republicans and around 50 Dems.  Gov. Abbott said he will sign it into law so odds are it's gonna happen.  The only conditions are, won't go into affect till 1 Jan 2016, extra training for weapon retention in the holster and no open carry in colleges (but CC will probably pass for colleges).

 Since Constitutional Carry wasn't approved this will only apply to current CHL folks and it seems most like me will continue to conceal.  Roughly 3% in Texas have a CHL which is around 828,000.  Not likely too see too many handguns displayed.  There's a big discussion about the "Open Carry Tarrent County" guys carrying AR's and AK's into the Capitol scaring folks and possibly affecting the passage of Constitutional Carry (everyone that can legally own a handgun can open carry).  I don't know if that affected it or not.

 It's funny that in Texas you can open carry a rifle, shotgun and black powder pistol without a license.  There are good arguments for and against open carry I'm just surprised it took Texas this long.

Well the general public has been indoctrinated to be scared of everything.  Turn on the TV, fear, fear fear, terror terror terror.  There's a terrorist under every bed.  

Repeated often enough with great frequency it becomes the perceived reality.



It has been absolutely relentless since 911.  We will never be allowed to move on.

The same conditioning has been put into play on firearms.  

We're a nation of laws, not emotion, not of feelings, not of beliefs.  It's its legal to carry a rifle, then it's legal.  Scared people can just be scared, go crawl in a hole and hide.

They need to remove "home of the brave" from the national anthem.

Government has all of our information whether we officially give it to them or not.  Everything about us is surveilled, and and stored. All persons digital footprint.  Its enough to tell anyone's life story without ever speaking to them.  CC transactions, GPS locations, phone contacts, phone calls, browsing history, text messages FB posts, toll tag hits/pictures, traffic cameras, turning on your phone camera and microphone, recording your phone conversations are all occurring.

Former NSA Technical Director of Operations Bill Benny stated, "The founders created a country, with a government.  Today we have a government, with a country."

Posting a message on an internet message board, stating whatever position or activity has produced for them the easy find of the originating IP, with public tax records, the attribution to identify or locate anyone if they want is as easy as opening a beer.  They have about a million other methods to collect information.  Using vulnerabilities we learned through Snowden they can and are doing everything, collecting it all.  Pushing exploit code to your phone as previously mentioned, into your ISP, into your home router or upstream of of your router in the cable provider.  If it makes you feel better they have a Fusion center in your back yard of McKinney with FBI, ATFBE, JTTF, and other three and four letter agencies, if they want you bad enough, they have plenty of history and resources.  That's where all the federal discretionary tax money is spent, military and security.

Feel assured and comfortable, all the while they're worried about you with a firearm, they're letting in thousands from every middle easterner country we've been bombing, into the country on Visas only to lose track of them, Visas expire, no problem.  There's an open invitation to change the social demographic of our country.  Just wait till OTM's are in population dominance, take political office.  How do we think the country will fair?  Well just go look at all the success stories they have in "their home countries".  :/

Moreover wait till they take over politically. The laws that can be passed. The enforcement of those laws and the judgement over cases. They'll also be handed the most powerful military on earth. The executive being able to command and in charge of "new" policies. Imagine how they'll use these tools. Not excusing our current deplorable use of military. I can however see a time when there would be greater focus to control and marginalize traditional America and Americans at every turn. The current President said and still says he wants to transform the country. This is a pretty good start. All those stern Republicans fall right in step at every turn.

This afternoon the Texas House is expected to take this up on the floor.  HB 910 removes the conceal requirement for CHL holders, giving them the option to open carry.

There were amendments proposed that would give local municipality to opt out. If they allow one of these amendments to creep in, it will neuter the legislation.  It would be near humanly possible to be current on which counties and cities have and have not opted out.  Thus instead of spending hours trolling through city and county ordinances, the default would be to remain concealed.

Open carry is illegal in Texas ? open carry is legal in Oregon , of all the places I would think that would be illegal to open carry Texas is the last state I would think of .

Open carry long rifles is currently legal. Hand guns no, but it appears this latter is about to change to yes with the stipulation of possessing a CHL.

This last year legislation was amended to cut the CHL required training to about half the amount of hours, now 4 to 6 hours for first time applicants.

Governor Abbott signed the bill into law today. Starting January 1, 2016 open carry is legal with CHL. There are opt-out stipulations available for private universities.

The liberal Austin'ites all "freakin" out with hat, and how uncomfortable, and how scared their going to be.

Texas is behind many states in the US who previously had open carry of some sort. Kansas passed Constitution carry last year. To carry concealed you still need a CHL in Kansas.
