Likely the surface of the DVD has foreign material on it, or has sustained damage in the form of a scratch or nick.
You might try to clean the DVD surface. Water and a microfiber towel usually work well for me.
I did have a brand new Disney DVD that was manufactured bad. It was either out of round, surface wasn't true all the way across or wasn't consistently weighted. I could hear audible contact of the DVD as it spun up in the player. As the RPMS increases the rate of the contact noise would increase. The DVD player would try to play it, but eventually would spit it out.
We contacted Disney, and they replaced the DVD.
You can report a damaged DVD to NetFlix and they should send you out a different one.
